Washington chose both Hamilton and Jefferson to be his advisors. He chose Hamilton to be the financial foundation.  He chose Jefferson because he opposed Hamilton and it helped balance the opinions.

Washington didn't want political parties.  He warned  us that political factions may get in the way of the execution of laws created by the government.  He  also worried that it would prevent the branches of  the government from exercising the powers provided to them by the constitution.
